Item Is the Low Savings Rate of Households Indicative of Households in Crisis?Myatt, Anthony; Murrell, DavidAnalysts have pointed towards increasing household debt, increasing personal bankruptcies, and a declining household savings rate as indicators of a financial crisis in Canadian households. Our conclusion is that, at this point in time, none of these constitute clear evidence of a problem. In particular household debt is more than offset by increases in household financial assets, and the low savings rate is driven both by short run dynamics and increasing real net worth of households. The high level of bankruptcies could be driven by a liberalisation of bankruptcy laws (1992). We note, however, that real PDI per capita has declined since 1989. In this report, the main criticisms of the NRU hypothesis will be surveyed, and an alternative hypothesis – hysteresis – will be presented and explored. This is followed by a survey of the different ways of empirically testing the NRU hypothesis against the hysteresis hypothesis, and the results of these tests. These results show that neither hypothesis has conclusive empirical support. Hence, hysteresis cannot be ignored in favor of the NRU. Finally, we carry out some preliminary tests using provincial unemployment rate data and show that “hysteresis” may be affecting unemployment in most of the provinces.Item The distributive effect of human capital formation (via education) on welfare outcome in Nigeria(University of New Brunswick, 2023-12) Osunde, Adams Alex; Myatt, AnthonyThe issue of inequality remains a contentious issue, especially in developing economies, and Nigeria is no different. Using 2016 Nigeria GHS data, this research assesses the distributional effect of education on welfare outcomes and examine whether residing in a Nigerian state with oil wealth contributes to the variation in the welfare outcome of heads of households. This study uses the Ordinary Least Square (OLS) and Unconditional Quantile Regression (UQR) models as a technique of analysis, as well as the Gini-modified expenditure model in determining the extent to which education narrows welfare inequality. The findings of the study indicate that welfare disparity is influenced by education levels and that having higher and secondary education levels contributes significantly to determining welfare outcomes across expenditure distributions.
