The c o n f l i c t e x i s t s between t h e r e q u i r e m e n t s t h a t t h e P l a n n i ng Department t h o u g h t necessary f o r t h e n e i g h b o u r h o o d and t h e d e s i r e s o f i t s c u r r e n t r e s i d e n t s .
